did not cherish any suspicion on account of the rumours. Now I desire to avail myself of this opportunity to give you an

explanation.

The worst rumour is that we would practise "Kung Chan"

(Communism) In fact, at present our country has not yet

had any "Chan" (property); how can we "Kung it" (make it

common)? Let me give a sharp answer to this change. It

is those militarists and politicians responsible for the

rumours, who have actually carried out "Kung Chan" (Combination in shovelling). Their shovels are those which

are made for shovelling up the skin of the earth (wealth of

the people). They have had a union of insolent soldiers,

wicked generals and avaricious and corrupt officials with

their mind and strength combined, to do harm to the Republic

and the people. And this alone can be called "Kung Chen". (Applause). On the contrary, the National Government is

one which aims at the proper protection of the lives and

wealth of the people. In the first place, she has expelled

all insolent soldiers, wicked generals and avaricious and

corrupt officials, and what she will do in the second step,

will be the removal of robbers. What she has done is all

intended for the safe-guard of the lives and property of the

people. In the future, peace will be restored along all

the rivers, and the people will be free from the disturbances

of pirates and enabled to make development to the full

extent as their strength and capacity permit. Then we can

begin to talk of development of industry.

The present scheme of the Government is to see to afford proper protection to property first, before we take steps

to develop it. We have no reason to ask you investors just

now to make any development of property, for frequently people

have been kidnapped by pirates while on board a boat which

in some cases is also seized. Under the present state of
